When it comes to a male with an SCI (spinal cord injury), an erection is not a voluntary action. The patient may achieve an erection from manual stimulation. The problem is that the erection usually does not last very long. When an erection occurs, the penis fills with blood. In a normal erection, the blood stays in the penis for the length of arousal. Because there is no arousal for the patient, the blood escapes unless it is prevented by some other means such as a strap or band at the base of the penis. So to answer your question ... yes he can with help ejaculate and as you put it, "make babies." In rare cases, a patient may still have sensory which could lead to an erection by arousal.
Just as a side note, one sign of a spinal cord injury is in fact a priapism (a persistent, usually painful, erection).

If a man is paralyzed from the waist down doesn't mean that he may have a problem with getting a erection or producing sperm needed for reproduction of beautiful children. I am disabled and thought that for for the longest time that I would not be able to enjoy the pleasure of love making. But my new wife has shown me that it still works and that all things are possible. I had been tested and since you can be tested to see if you are potent. Absolutely! The paralysis may affect the ability of a person to have an erection, but sperm production continues. There are ways available to allow paralyzed men to have sex with their wives and to father a baby. I knew a couple that did this.

If you take out sperm from his testicles and insert into the woman, then yes it is possible. He still produces sperm, he just can't do it naturally. The Danish race driver (whom is paralyzed from the waist down) and his former wife did it this way

With the right partner, and with patients, yes.. some can.. it just depends on how badly the spinal cord is injured some men still can perform and some can't..
