well its natural to have brown spots or marks if you're used to shaving your legs.i do not know how serious yours might be.
But first do they itch and make you scratch?If they do,then they are really caused by the shaving.Perhaps you do scratch on them when they're itchy,which is why those marks stays.
What you could try doing,is to regularly exfoliate(scrub) your skin in order to remove the dead skin cells on the surface of your skin.
Dead skin cells are naturally slightly darker than your skin colour.Depending on how harsh the granules of the exfoliator,if its fine and ain't that rough you can exfoliate your skin more than twice weekly but never exfoliate daily.
And do remember to exfoliate your skin before you shave your legs also.
On the other hand,if you realise that the marks/spots are getting darker by the day,I'd suggest you to seek the dermatologist.
It could be cancerous moles.The doctor will examine your skin and will prescribed to you some lotion that you may apply during the night.Oh ya,take note of certain food that you may want to avoid eating or take less of it.such food is black(dark) soy
sauce.This is because dark soy sauce will only darkened whatever bruises' marks on spots that you have.

That would be your hair... Shaving only gets rid of the hair above your skin... so I would recommend using veet or waxing to get rid of the spots. Lotions like Veet and Nair remove some of the hair below the skin too, and Waxing will pull the hair out from the roots, and it won't grow back for up to a month.

If you've got dark hair, it's probably the hair that's still under the skin, (like the roots).
Try waxing, or using a tanner on your legs so it's not as obvious.

maybe they are hairs but under the skin that develop because of shaving.Maybe you should stop shaving and try waxing.I know it is more complicated but after that your legs will be soft and smooth and you will not have to wax them until they grow up, for 2-3 weeks.

have you tried waxing instead of shaving? it really is possible that you have large hair follicles that can be seen under the skin. another thing is maybe trying laser hair removal on your legs...however, if you think it's more serious, as your doctor on your next visit.

if you shave by using a razor well that happens i think you have to go to a skin specialist or to a dermatologist to help you out..... it's much better if you wax it might hurt but it works nicely
