Wheeew! Tough one! There are so many good ones out there, and so many ways to qualify "best." Best Style? Best Storyline? Best Character Development? Best Overall Message? etc.
I can't narrow it down to one, but I'll make a short list of my favorites...aside from the Bible (in no particular order):
1) Man's Search for Meaning (Viktor Frankl)
2) Count of Monte Cristo (Alexander Dumas)
3) Outlander, and the rest of the 6 book series (Diana Gabaldon)
4) Lord of the Rings Trilogy (J.R.R. Tolkein)
5) Byzantium (Stephen Lawhead)
Favorite authors:
Diana Gabaldon, Amy Tan, John Grisham, Michael Crichton, Leo Rosten, C.S. Lewis, Shakespeare

I don't think it is really possible to determine a book or an author of All time. Each "time" might have an author or a book best relating and communicating about that time and place.
For this time, post modern and post colonial - I would say The God of Small Things by Arunanti? Roy (Excuse the spelling)

Count of Montecristo by Alexander Dumas.Its about a young French sailor who was unjustly imprisoned for 14 years before he escapes and ultimately takes revenge on his enemies.The author did a great job describing the emotions of the prisoner.Disbelief,denial,self pity,madness,apathy and finally hope.
