Jose "speedy" Gonzales the goalkeeper of the Colombian National team. Once scored a Hat-trick of own goals inside 5 minutes , while his team were playing Honduras. It was rumoured at the time, the local drug Cartel had placed large bets against the Colombian team. Jose's time on the park lasted little more than the 5 minutes in which he scored a trio of own goals, he has not been seen nor heard of since.

About the fastest, I don;t know.
But, about the famous hat-trick:
Probably the most famous "hat-trick" of all time, with the fame concentrated in England though, is that scored by Geoff Hurst in England's 4-2 victory over Germany in the 1966 World Cup Final. Hurst scored only once in regular time. About 10 minutes in extra time, his shot hit the crossbar, bounced down onto the goal line and back into the field of play. It was controversially deemed to have crossed the line by the linesman from the USSR. In hindsight, after reviewing films and photos, few continue to claim that the second of his goals actually crossed the line, but the Swiss referee decided so after asking the linesman. His last goal was less than regular either. Until the last minute, Germany pushed hard, and it was Hurst again to easily sprint through the (then almost empty) German half and net his third, just as the gathered crowd (They think it's all over) invaded the pitch to celebrate with the team, thus cementing the victory for England. This made Geoff Hurst the only player ever to have officially scored three times in a World Cup Final. It remains the only hat-trick scored in a World Cup Final, and is probaly one of the least flawless ever, too, with one undisputed goal in 119 minutes.
