The trend was started by Osamu Tezuka who was a great Japanese cartoonist. He was influenced by old American and Disney cartoons such as Pinocchio, Betty Boop, and Mickey Mouse. Tezuka saw how the large eyes were an easy tool to use to convey emotion in his characters.

I heard from an anime radio talk show that the propagator of this style was the maker (forgot his name) of Astro Boy. He was actually quite influenced by Betty Boop at that time. Henceforth, all mangas and animes were influenced by him. Some say that its the Japanese way of making out a fantasy world where all the eyes are big since theirs are quite small and slitty. Or maybe because the eyes are the fundamental mirror of expression in a human face, so exagerating it allows you to amplify those expressions. I guess thats just the way it is. Even when you think about it, the Japanese come up with all kinds of weird shits.

Because the japanese draw characters how they would like to be portrayed. Since Japanese people tend to have small eyes, they draw the characters with big one thinking that big eyes are attractive. That's why the female characters have bigger eyes then the males. The same goes for the long legs. Makes them seem tall.

Mainly because big eyes are attractive to japanese (chinky-eyed) people. Since they all have the same eyes, a character with big eyes cannot go unnoticed. Also bigger eyes let them show /illustrate more emotion (through their drawings).
