Yes, actually already there are cards for refrees, i can send you two matches that the refree was given yellow card and also red card , the issue is that he was not meant to be given by any outsider since his the judge, but sometime if the refree is really concern about his deed ,he hand over the card to any of the players of his choice mostly the captain of one of the team that he likely offend, and he will be given a card , if his given a yellow the game can continue with him, but if his red card he need to just leave the game and one of the last man will continue as a refree, attached is the game like that or i Will send you the particular script of the games with the referee out, just send me your e-mail address,

It's difficult... what happens if they get a red card? Are they sent off?? Who will referee the match?
It's a good idea, but right now, they have a good system anyway. If you do not do a good chance, you cannot referee the games in the next rounds... take Graham Poll as an example. He is one of the best referee's in the world and was one of the favourites to referee the final, but after his bad performance for the Australia vs Croatia match, he was sent on a plane home!

Rooney is a hothead! You can't do that stuff on a football pitch and expect to not get carded, not when the ref is that close and a World Cup quarterfinal depends on him! Sure, maybe another ref would have been more lenient, but after all the diving and fouling this ref had to deal with, I don't blame him for having a short fuse. Especially since the English were accusing him of bias even before the game started. If people accused you of having no integrity just because they found out you were born in X country, wouldn't you be pissed off?

No. if the referees will support any one team and they judge wrong, then FIFA will take a action, but in running match the referees will not get any yellow or red card.

referees can get suspended from games but repeat offenders should have some kind of consequence.
