I don't know, but I wish it would go back there. I hated my 21st birthday, everyone was determined to make a big deal of it even though I didn't want to. I ended up having to attend 3 different parties for myself and I hate having a party in my honour, it makes me feel like a performing seal.
People were saying 'Congratulations', and I was there wondering what I had actually done to deserve it- I managed to survive for 21 years? Big deal.

In England on your 18th Birthday you can vote and drink. It used to be 21 but it's still celebrated.

It's from the rituals of knighthood. At seven a boy began to learn what he needed to be a knight when he was taken on as a page, at 14 he graduated to squire and became the assistant to a knight, training with him, caring for his equipment and, at 21, he became a knight.

I think it's when you legally became a man and could came into whatever estates were left to you etc. Women didn't count and they could pretty much marry you off whenever they wanted.
