It's an evolutionary thing. Fat is a way people and animals store calories so they won't starve to death when there is a temporary food shortage. People in cold climates tend to put on fat evenly all over so their food storage can also provide insulation from the cold. People in warm climates don't need the insulation from the cold but warm climates can also experience famines and food shortages. People from warm climates tend to put on fat in isolated locations, the bust, the buttocks, hips and or belly so they have the benefit of the stored calories but not the insulation. I saw this on some educational program a long time ago.
