If you mean can you view a video source from your computer on a TV. Yes, with something like the ATI All-in-Wonder card. It just has to be a video card for your computer that has a TV (usually coaxial cable) hookup on it. Now, can you sit and use the TV remote to change channels supplied by your computer, no that is not possible. Your TV would have to be set on video1 or video2 or something to show the information being sent to it by the computer.

You can relay anything playing on your computer to a television monitor by using an S-video cable and some audio cables.

Connect the S-video cable from the jack on your computer (circular hole with a TV icon near it) to the video-in jack on the TV.

then, connect RCA composite audio cables (standard with red, white yellow color coded jacks) one end to the TV audio-in jacks, and the other end to your headphone jack on your computer.

configure your laptop to be viewed on the tv by right clicking on the desktop (on a PC) then going to properties, settings, advanced, display, and then clicking the icon by the TV to green.

viola. your computer will be playing through the TV.
