If he really loves you he should also make the first step. He already knows that you are doing this in the first place and that's not good. I suppose he is just waiting until you creep up to him. Don't do this any longer because he wants the power over you. that's cruel. If it's his fault for the fight he also must do the first step and if it's you who's fault it is then you should do it. Tell him this in a talk when you are NOT fighting but just normal talking.
