a girl is born with as many eggs as she will ever have but they aren't fully developed and don't start fully developing until she hits pubery. a guy can get a girl pregnant at any age. they are constantly producing sperm from the time they are born. they just don't know about it or don't act on it until the hormones in their body start raging at puberty. guys can even get a girl pregnant when they are old men. heck all you have to do is read a tabloid and you will see older men getting their younger wives pregnant.

this varies. the minimum is the age when a guy enters puberty and is producing sperm. the max is when he isnt or there arent enough good ones to reach the egg
