Sometimes out of habit sometimes out of fear. Ticks in peoples ability to do things are often hard to get rid of if they dont understand why they do it in the first place. Ihave a friend who learnt it from her parents. I have another friend who is scared of stepping out of her comfort zone so she just doesnt.
I do it when Im feeling nervous about whatever Im procrastinating about.

it is less boring than sitting around doing nothing all day.

seriously, many times it is because they are perfectionists and want everything to be perfect so are reluctant to start or do anything that is not going to be perfect. many are "only" children who became perfectionists because they were watched too much as children by fussy parents.
In their minds they assign too much time to a project and then wait until they have a big block of time ( never) to get started and "do it right".
They need to learn to not care so much and accept small errors in a job and just get started and rush through it to get ti done and the hell with it. this devil may care attitude is much more efficient. do it half-asssed if you have to, but GET 'ER DONE!

they are just not ready to get into something that they should probably already had done...i think it is better to get it done for me anyway.. i tend to forget.. and when you have it done it will not dwell on your mind.. i think some people are just lazy and do not really care if they get anything done or not..it sure seems like that to me anyway.. i have a son that you ask him to do something and he says i will later and a week goes by and it is still not done.. i try and do all i can for myself but sometimes their is things that i need help with... difference in people... and some do not things are important when others do....takes all kinds to make this world...i have a shelf i need help putting up and it is going on the 2nd week now and it is still not up.. i do plenty for him and watch his kids ... looks like he could do that for me....
