I'm going to assume you mean.... why do they put their hand on their chest?
Soldiers salute the flag, as a sign of allegiance and respect. Civilians put their hand over their heart, as a sign of respect.
Most Americans carry their wallets in their pants pockets, or in their purse.

Because people have lost proper etiquette by being raised by their hippie 60's parents. The only place their hand should be is over their heart.
