Does anyone know of a reasonable place to get 2D / cut animation software?

I have only found one site (creatoon) but they want 399 euro that's about $500 us.

Search for the software you want on any good torrent site like-

isohunt
pirate bay
mininova
meganova

and then download the torrent and use bitlord or bittorrent to download the actual contents
