In a sense, yeah. When you see something of course you believe in it, obviously, because it's right in front of you. But, when you just believe in something it is harder to "see", but you could say it can be done.
For instance, if you believe in yourself enough, then you can "see" yourself attaining a goal of yours, whereas if you didn't believe it, you wouldn't have a picture of yourself being able to do it in your head and therefore you wouldn't "see" anything happen.
I would say that's a very paralleled question; on one side you have a concrete form of "seeing" (something in front of you) and on the other you have an abstract form (just believing it in order to see it). They are reciprocals of each other yet they contradict. See, if seeing is believing, but somtimes you can "see" something by simply and only believing that it can be obtained or "seen", then who is to say that something you THINK you are concretely seeing is just something you are believing is there?
That actually is a way detailed way to go into it, because I think the difference is that when you "believe" to see something, it's more of an idea instead of an actual thing vs. the seeing to believe. It could just be argued the way I put it above since technically that's what the two sentences together say to each other.

Can you see ur mind? No, but you believe & think. Right?
Can u see ur ancestors of the past generations? No. but u believe in them. Right?
Can u see God? No. but you believe that a God exists. Right?
So, there are tangible & intangible things in this world. We even believe the afterlife which we don't see.
But I am sure that all the things that we see we can believe but it's our responsibility to analyze which is true & a lie/s!!
There are also we can't see but are more believable than what we saw & be seen. That is mind , love, emotion which is eternal in nature. And the afterlife of course. always have a nice day!!

If we make it into a mathmatical equation, Seeing (s) being equal to Beleiving (b) then s=b, and therefore, b=s. So yes. Seeing is believing and believing is seeing, which could account for many of the visions people have of their God(s) or the halucinations of Mentaly unstable people -- they beleive they are seeing something and so they do.

To see is to believe? Not in a spiritual sense, here you must go a little more far. It is a matter of faith, of confidence, of trust in a Divine way or force that is over all the material things of the Earth. It isn't easy. You must change your whole life and become a wide-mind human being.

no, seeing is not necessarily believing in every context. if u see a pereson angry or sad that doesn't mean that the person is of that particular nature or is not pretending 2 b so. what u see shouldn't b believed every time and u should use ur heart and mind both in taking decisions.

WOAH! Do you mean "could it be possible to believe something into existence?"? NO, not alone. God spoke the worlds into existence, and we, through prayer are capable of petitioning God into giving answers to our prayers. I have SEEN videos of bigfoot walking along a riverbed.
I have SEEN pictures of UFOs.
I have SEEN mysterious crop circles.
I have SEEN magicians levitate themselves and make assistants disappear.
I do not Believe any of these items are factual just because I saw them.
