Not necessarily. Everything else being equal, the larger engine would be more powerful. Many factors affect engine output and displacement is only one of them.

Comparing the displacement of a rotary engine and a piston engine isn't a valid comparison. There is still debate on how to rate the displacement of a rotary engine.

THERE IS NO REPLACEMENT FOR DISPLACEMENT!

Regardless of how much HP you someone might see being stuffed into tiny little engines, a larger engine (built in the same fashion) could hold more power.

If you are referring to the RX-7 rotary, you should take into the account that the engine has twin turbo and the internals are built for the boost. Now I don't know what 1.8L engine you are referring to, but its not a rotary engine. They are two completely different beasts, and also are built in two different ways.

Finally, don't forget you are also talking in terms of OEM power. That is far from max power threshold. Anyways, a larger engine will still support more power than a smaller engine.

a 3.0 liter engine signifies that it displaces one more liter of water than a 2.0 liter engine when placed in a specific size tank of water. Yes it should mean its a more powerful engine.
