Try soaking them both in warm water. Sometimes this happens when ceramics contract as they cool down. Their may be something sticky (which even cool water would solve) but warm water is even better.

okay, dear, let's try basic science. fill the upper tea cup with iced water, and set them in a dish of warm water that only touches the bottom mug, and wait about 10 min. the cold should contract the top cup and the warmth expand the lower mug, which should enable you to gently lift them apart. be sure to give them enough time to accomodate to the temp changes. Hold the teacup with your fingers around the rim. Run hot water over the mug without getting any on the teacup. Hold it low in the sink so that it doesn't break when it comes loose. Heating the mug will cause it to expand slightly and should break the bond on the teacup.

Put them in the freezer. There is a small amount of water that has caused a vacuum to form. Water, unlike most things, expands when frozen. This expansion will create even pressure around the seized area and gently move them. Should be able to separate them with a mild twist after freezing over night.

What happened was the water in between the glasses cooled down and is pulling them together. Heat up the bottom of the mug with hot water and they will just come apart.

You made a vacuum this seal the two together as they cooled. Just make a Hot water bath in your sink, no cold, and set them in hopefully they will separate.

If its possible, try microwaving them, the water should heat up and it should make the mugs removable. Else try immersing them in water, soap solution, or simply place them in the sun.
