She is right, put one facing out and one in though. This allows for positive pressure ventallation, bringing in fresh air and expelling the hot air. Even though it may be hot outside, this will lower the temperature tremendously.

Well that's tough, I live in a tropical place, it's hot all year around. To save aircon cost, we go to the mall, cinema to cool down and kill time, or go to the library to study and read.....
At night it normally get s a bit cooler, but sometimes it's till hot, maybe you can buy one of those fans that has a water unit, so the wind it blows out is a bit cooler...and wear less cloth..

I envy you....hot only for a week! It's only cool here for a week in Concord, CA during the summer....Ugh!
Since you don't want to do the air condition thing.....
Make sure you open your windows at night. Put one of your fans blowing the hot air out of your apartment window....and the one down the hall sucking cool in. Then your other fans around for a cross breeze! If you wake up by 8a.m. or so...close up the house, shutting the drapes as well. This is your source of insulation per say in keeping some of the heat out!
Try not to use your oven or stove during the day...(adds heat to the house) BBQings the best! (I marinate a bunch of different meats...my boyfriend bbq's them...then you have your hot-cooking already done already for the week. He's then happy 'cause he's got his meat!! Ugg! Ugg! Fix salads or quick things in a pot or microwave! Keep your lights at a minimum....my desk light heats me up in no time...so I turn it off unless I have too!
Same with your Washer and Dryer (if you have one).....do it either as late as possible...when it cools off. Throw a load in at night...that way early in the morning you can pop it in the dryer. Or a lot of times...I'll have it drying when I'm going to bed...by morning I just touch it up for 5 minutes to get the wrinkles out! To me there's nothing worse than being hot....and having a load of hot towels in your arms to fold...
Ugh! Gettin' sweaty just thinkin' about it! haha
And for that week wear shorts...shorts and more shorts.
Going barefoot cuts down your body heat as well if your just hanging around the house.
I have long hair....which adds to the heat....so I keep it up in a pony or bun if it's really hot. And when I'm really hot....I'll throw my head in the sink.....and even wet my shirt......within minutes it feels like it's in the 70's aaaaaaaaaaaaaaaaugh!
I also live on icey's .... All you need is a blender.....crushed ice.....water and your favorite juice, fresh fruit or even canned.
Today was Canned Manderin orange icey.....yummy!

Heat rises, and in an apartment the heat is just going to hang around. Best way is AC if 2 fans aren't doing anything for you.

Put the fan IN the WINDOW pointing OUT. That way the HOT air is moved OUT of your APT and not IN!

Move. Or if you have access to fresh peppermint you can steep the leaves in cool water for an hour or two and drink it. The leaves release menthol and when you take a drink of the water your entire body cools down in seconds, its like magic. you can stick your head in the freezer for a while. or have a spray bottle full of ice water to cool yourself

Take cool showers, as cold as you can stand the water without getting the chills. Drink plenty of water to keep you hydrated too.

I tihnk there might be laws on what temperatures landlords have to make sure apprtments are kept. A minimal temperature. Best tihng is to check into the renting laws. And, um...beware. It was your choice to rent it.
