I do not know where but I do know how. You live your life be open and positive by going your own way and living and enjoying your life you are signalling the cosmos that you are whole and healty and worthy of someone coming into your life. That way if you do not find that special peroson you still life a happy life. The one you want will come when you stop looking

I do not attend a church nor am I very religious but I think the church you attend(if you do) is your best bet. People with common values and backgrounds tend to do better.

Date a lot and look at the peron's parents. Take sociology classes in college on marriage and family and maybe social stratification and social class.
Maybe the short answer is: where you like to hang out.
