As a makeup artist I only like appying eyeliner at the top. But it depends on how you like it. But with liquid I only apply at the top, if its pencil I will apply at the top and bottom, when I apply it at the bottom i start in the middle to the corner. Use waterproof, and brushes. So here are some tips to follow.

Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.

Tips:

Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow.

Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush.

Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately.

Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen.

Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing.

Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye.

If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger.

Hope that works.

The first important thing is to make sure your eye liner pencil is freshly sharpened and has a nice point on it.

As for applying it, a common mistake that people make is actually putting it inside the eye. This will result in making your eyes look smaller and squintier. The trick is to apply it below your eye line, just under your eyelashes. This will make your eyes appear larger and wider.

Another good tip to avoid smudging is to apply some eye shadow underneath the eye liner you just applied.

If you're looking to line your lower eyes....
There are some basic rules

1. Never use a Liquid liner... NEVER!!!
2. Warm the tip of the pencil (if you're using a pencil) between your fingers to warm it up so it will glide on smoothly... NEVER use an automatic eyeliner pencil to line your lower eyes.... it will immediately start to melt and give you raccoon eyes

My suggestion... Use a tiny flat brush with a flat tip and a little gray/black eye shadow.

1. Look up, and with your pinky, hold the skin near the lower lid taut

2. Rest your palm against your cheek or counter top for extra leverage and to steady shaky hands (this also works for liquid eyeliners to get a smooth line)

3. Always line from the outside in, and gently smudge the lash line with the eyeshadow

4. You must never line your eyes past the pupils of your eyes...

5. Using a pencil or if you're using liquid, use more eyeshadow, blend the corner of the lower eye with the line you drew on the upper lid... or you will get 2 seperate lines rather than 1 clean line

6. For flirty eyes, create a little "tail" by gently lifting the corner of the upper eye line up... and make sure you do step 5 to join the lines together... This is great for going out at night...

what i do is i use a liquid liner because you don't have to mess with sharpening, it lasts a long time, and it can make the smallest line closest to the lash line. personally, i use one by mac, and the trick is to prop your elbow on something while you are putting it on so that your hand is as steady as possible. another trick is that when you pull the wand out of the base, wipe off the excess eye liner on the top of the jar so that the little liner brush is not heavilly covered with the thick, black, liquid. if there isn't a ton of eyeliner on the brush the line will be smaller, easier to control, and won't be all smudgy and runny. if you use as little as possible, and do as thin a line as possible, you can always add more, but when you use a lot and it looks awful you have to wipe it off and start from the beginning! as with anything in makeup, practice makes perfect!

Your using the wrong product that's why. Don't use pencils it don't work like you want it. You have your eye shadow (black or brown) and you will be needing a thin eyeshadow brush. Wet your brush (remove the excess water) and dip it to the color of your choice then apply it to the line whereyour eyelashes are. For controlled hand you can try placing your elbow at your mirror or pane so that it will not shake. But don't worry you'll perfect it by practicing. You can also try lighter shades for a dramatic look. Hope I helped you.

Here is a simple trick! Dip your thin eyeliner brush in a little water, rub it accross your eye-shadow (dk. brown, black, or navy) and apply it just under your bottom lashes, not on the rim of the eye, it will create a smooth line and when it drys you do not have to worry about it running like some pencils do and creating dark circles like a racoons eyes.

maybe if you try to keep your skin tight, like ya know how people pull the corners of their eyes and say they are asian, maybe if you do that you will have better control with the eye liner
