Ok - I do believe that there is a big world beyond the country I live in - be it USA or India. Since your question is 'India-others' section - I take it as you are referring to the North Eastern States of India.

There is no entry permit required collectively for the North Eastern States as such. But some sates need you to take a permit to visit a few areas within the state.

If you live close to Delhi or intend to visit, you can check from their respective state Bhavan in Delhi.

Ijust came back from the incredible north-east...
You need permits for nagaland(free but unless you are with 4 people or a couple)You might not get it
Arunachal pradesh...very difficult but possible for 1 person
Bhutan:possible but very very difficult
sikkim no problem
Manipur extreemly difficult
Mizoram :difficult but possible
assam :no permit necessary
tripura no permit necessary
megalaya:permit not necessary!
I travelled for 3 months all over the north-east...it is incredible place ...Most interesting region of india:

Mohan is right as to the selective restrictions in some sensitive areas in those states.
