What would someone have to learn to do that kind of stuff?

The last I checked there isn’t any schools for that kind of stuff, at least not in the USA (I don’t even think it’s legal due to copyright laws LOL here in the USA)

Who is this person stalking my Cyber Avitar?!? And why did He give me a link that didn't mean ANYTHING to my Q?!?! The link is selling services! What does that have to do with reverse enginering?

No school teaches reverse enineering.
In order to reverse engineer something you have to know how the original works and then disassemble it and rebuild it slightly different.
It would be like taking apart something unique such as a custom car, finding out how everything connects and works with each other component and then building another that looks almost identical to it and performs the same way. But, it would be slightly different from the original.
Each thing that is reverse engineered is unique, so you have to be trained to use that piece of equipment or software to begin with.
