Could be a case of swimmers ear or a fungal infection of some type. See your doctor to make sure and get treatment. I know how bothersome this is.

You might have swimmers ear. There are drops you can buy at the drugstore to help this. Keep your ear dry for a while with earplugs when showering or swimming, too.
