I've used Google earth to compare the metropolitan areas of many cities but there seem to be too many variables to consider (e.g. where does the city actually end, etc.)

No, I would have to disagee with both Sao Paolo or Mexico city. I checked this out in google Earth and found that, while these two cities are gigantic, Los Angeles and Houston are both geographically more vast.

I'll take a guess at this. How about Wellington, New Zealand? I may have the name wrong, geography is not my strong point, but it is the capital. It covers 290 square miles according to their website
