I've installed horizontal blinds in my home's windows...why is the the slat above the bottom one not uniform?

I know this has to do with the way I've put the cord stoppers back on the bottom, after pulling out extra slats. I just can't figure out what the deal is. There's gotta be some technique to make the bottom slat (the one above the heavier slat used for its weight) uniform with the rest. All the blinds I've installed have done this, so any help would be appreciated. Thanks in advance. :)

Its possible that the slat is upside down, try turning it over.
