he has a whole house air conditioner and is located right next to my house.

You two may be sharing the same transformer. If so, call your power company. They may help.

Call the power company to see if you are on the same xformer.If not then(this happens in condos) his air conditioner may be hooked to your breaker box.It is important to get this fixed as low voltage or fluctuating voltage can ruin other motors you use IE fridge./freezer/fans.

It's happened to me.if the houses are close together,and you haven't lived there long,they mite of taped into your panel. Have some one check it out and see.If not you could be hooked up to the same transformer.

sounds like they are using your electricity next time it kicks in turn off the main power switch at your panel and see if it turns off
