pcmcia.sys is related to the OS, and not the actual modem itself.
What I mean by that, is this driver is for the PCMCIA device on your motherboard.
Make sure your PCMCIA drivers are properly loaded in the control panel.
Possibly try removing your pcmcia device, and then do a "scan for hardware changes" and the OS should reinstall that driver.

Firstly, check if your modem came with an installation disk, if this is the case go to control panel and un-install your modem programme, restart your computer, then reinstall the programme from the disk, this should replace the missing drive for you. If not you could possibly contact the maker of your modem to see if you can get a copy of the disk

If you have the original install CD for the device, use that to reinstall. If not, try going to driverfiles.com or the manufacturing site for the driver

You might try searching for the file pcmcia.sys on your computer. If it shows up, you might be able to tell the installation procedure where it is and proceed from there.
