As everyone else has mentioned, yes baby porcupines have quills, but they are soft at birth (being composed of keratinous tissue, which are modified hairs).

I remember the first time I saw a baby porcupine. I was vacationing in Door County, WI. I was walking down a road that went through a woods and I heard something rustling in a bush on the side of the road. I figured it was just a bunny or squirrel. I walked up to the bush to see what it was and a baby porcupine peeked its head out of the bush, looking up at me and cheeping. It was a big surprise because it was the first porcupine I ever saw, it was so cute! And it had quills alright.

they sure are...quills are just modified hair. They are actually quite soft when they are born. Mix that with the fact that they are covered with afterbirth, it's not as painful a birth as you would think for the mother.

Yes. Their quills are actually just their fur/hair. When frightened, they spike up. Otherwise, you can pet them.
