why wont and older PC know its connected to a newer one at least not indicate that it is connected?

i have a dell with a 256 ram, & a 40 GB HD and i was gonna get some drivers for it and i have dial up and the older one did not have a modam so i connected it to a compaq windows 95 with a 16 ram and a 1.18 GB HD and on mine it says local area connection is now connected but the older one don't even do anything it don't even idicate that there is a connection i don't know what to do

I ment get drivers for the old pc not mine (sorry)

I would be tempted to try a new net work card
