YOU pay the BANK. Why on earth would the bank pay you for street repairs? They're the ones that have to fix it for you. They don't drive on it every week, YOU do.

Tax assessments are done by the government when they audit your taxes. The assessor determines how much you have to pay. When you are assessed for street repairs in Monopoly it is the same thing. It's a form of property tax they have because of the buildings you have on your lots (you improved them by adding buildings), so you have to pay.

You have to pay. When I play it with friends/family, we always put the money under free parking and so someone might land on it and get it all back.

you must pay, you are repairing the streets the back isn't going to pay you because the streets needs repairing.
