You can access it either via the Control Panel, or by right-clicking My Computer, clicking the Hardware tab, then clicking Device Manager.

You can bring up the properties window of My Computer, if you have a Windows keyboard, by pressing the Windows key and the key at the same time.

Right click My Computer Icon on your Desktop> Properties> Hardware tab>Device Manager

Ok, on an empty space on the desktop, right click, go to NEW, then choose shortcut.
When it asks for a location, type in devmgmt.msc
When it asks for a name, type Device Manager.
You now have a shortcut on the desktop to go directly to the device manager.
I hope this is what you were really asking, because none of the other answers I saw were actually shortcuts.

Start, Run Type >>>Devmgmt.msc and hit enter it will also stay listed there for next time......
