Depends on where you found it. On the street where you can't turn it in to anyone, keep it. Right outside a business, give to someone in charge. (but leave your name and number and ask them to give it back if it goes unclaimed for a week...)

definitly, especially if you found it on the street and don't know who it belongs too, if you do know, you might as well give it back, you don't want karma to come back at you in that situation
