mix baking soda and water to make a paste, put the paste mixture on the hot plates, let it sit for a while, scrub it off.. the baking soda does well to take off rust..I use it on antiques that are rusted. :)
Rust is oxidation and a chemical reaction with the water/metal...bacteria is not involved. ;)

if they can be detached you can scrub em with steel wool and replace em and get them red hot. this should kill the rest of the bacteria that causes rust
