Barcelona. Never been to Nice. But from what I can gather Barcelona's gotta be better. Because of the other places you mentioned.

barcelona is by far the best. go to the gothic district and eat at 4 cats (quadre gats) resteraunt, officialy one of my best dining experiences ever. barthelona is an incredible experiance. Don't forget Ryan air. have fun.
