Mutants are humans, or perhaps beings of other races as well, which have a genetic anomaly which grants them super powers. This differs from altered humans, like Spider-Man & Hulk, who are transformed by outside sources into the super beings they become. For example, Spider-Man was born as a normal human, & remained as such until he was bitten by a radioactive spider, so he is an altered human, since he was altered from his normal state. Iceman was born with a genetic anomaly which allowed him to freeze water molecules, so his powers are the result of a mutation, therefore he is a mutant. As for people like Wolverine & Beast, I suppose you could make an argument for them being altered mutants. Wolverine was born with regeneration & bone claws, but was altered by having adamantium grafted to his skeleton. Likewise, Beast was born with heightened agility, but due to a lab accident, gained blue fur. Sorry, I went on a tangent, but thanks for sticking with me.

Cosmic beings are essentially beings possessing the Power Cosmic. Some of these possess such powers from the dawn of time. Eternity & Death are good examples. Galactus has had these powers from the dawn of the current universe, but did not have them as Galan in the previous universe. The Silver Surfer, Firelord, Air Walker, the Forgotten One, Terrax, Nova (the female flaming version), & anyone else who has served as a herald of Galactus have been gifted with the Power Cosmic, & are cosmic beings. Also, one might argue Jean Grey has become a cosmic being. I say this because Galactus gained his powers when the Phoenix Force of his home universe merged with his life essence during the collapse of his universe. Since the Phoenix Force of the current Marvel universe bonded to Jean Grey, she might also be considered a cosmic being. If you've ever played HeroClix, they back up this theory by giving her Phoenix & Dark Phoenix figures the Power Cosmic team ability. Finally, any time someone is possessed of the Captain Universe powers, such as Cosmic Spider-Man, they temporarily become a cosmic being, because the Uni-Power comes from the Enigma Force, which is either a part of Eternity or Infinity.

Mutants are the next stage in human evolution, like humans are to apes. It has been said that within 3 generations the entire Marvel population would be made out of a majority of mutants.

Cosmic beings are entities that can manipulate a form of energy called "power cosmic". Many of these entities represent an aspect of the universe and are needed to keep balance in the universe, but some (like the Silver Surfer) are not needed to ensure survival of the universe.

Although some mutants have been shown to be able to manipulate cosmic energy, it is due to the nature of their powers and NOT because they are cosmic beings.

mutants are regular old humans, or sometimes other races that are on the lower level of the scale, just above humans with no mutations in their genes. cosmic beings are beings that were either born in space or live in space without protection, and can tap into the powers of the entire universe or the power cosmic. In any case, cosmic beings have power beyond imagination of mutants and others who were genetically enhanced, such as hulk or spiderman. Cosmic beings can affect the entire universe, while mutants can only affect their viewing area.

Mutants would be from earth. They would be, as the word implies, some sort of mutated earth life. Cosmic beings, again as the name implies, would be from somewhere other than earth (cosmos=universe). Also, how could we tell that an extraterrestrial was mutated, unless we had seen normal versions first...
