This is very commendable to want to do but takes a lot of consideration. Not only will every animal require medical attention it will require a large percentage of your time.
I instead opted to volunteer at a local shelter and my local zoo.

in order to get CHARITY status so you can accept donations you have to FORM A CHARITY - which means you have to have a BOARD OF DIRECTORS... meaning you have to have people willing to serve as president, vice president, treasurer, secretary, and some directors as per your areas regulations and requirements.. these positions are usually volunteer and people must be voted into position.
Yes you will need a permit because every area/city has by-laws as to how many animals may be in a home at any given time..
SPAYING and NEUTERING should be manditory.. any rescue who breeds animals is NOT a rescue
you should develop a relationship wiht the vets in your area because all animals will need to be vaccinated.. you may want to buy another building in a "light industrial" area so you can have more animals and run the rescue out of that or have "foster homes" for the animals...
some people start so-called "rescues" because they want a way to collect animals and have other people donate money to pay for it... this is unethical a good rescue would put rehoming the animals as a priority for the animals

You will need to have a license if you plan to rescue and rehab wild animals. I know most cities have ordinances on how many animals you are allowed to keep on your property and in your home. Check with your local humane society for the rules.

Volunteer first at a shelter in your area. You will get lots of hands on experience and make contacts to help you get started. After all, they have been there, and done that so they can show you what to do.

Talk to your local state humane agent,which you can contact through your state website.They can tell you how bad the need is,what you need to do,buildings,vets,food,land,caregiving,etc.They are very helpfull.Also talk to your veteranarian who really can give you alot of information on needs and care involved.
