for one planes flying in differnt directions fly at different altutudes to avoid mid air collisions and the FAA estblished the altitude requirments years ago

flying too low uses more fuel and generates too much noise
flying too high is difficult b/c sparse air provides less lift for the wings and less oxygen for the engines.
