go to dell.com support and look for support on your particular laptop, and you will find how to enter the bios and change or delete it, if it is boot password, to start the laptop, you will have to call dell and see if they will help you unlock it, it is a theft deterrent

You will need to remove the BIOS battery in order to reset the BIOS to hardware default, this will remove all the current user settings and restore the BIOS to its factory state. To access the Battery (I have 2 different Models of the Lattitude here) you must remove the Keyboard, the battery pack is typically a sort of flat rectangular deal with 3 rounded ridges down each side wrapped in a green plastic coating and connected to the system by a short 2 pin connector with red and black wires. It will also be held in place with a soft sticky substance. Disconnect the cable from the Motherboard wait about 60 seconds then reconnect it and close the keyboard. (you may have to gently pry the battery pack loose from the motherboard in order to get to the connector dependant on where it actually sits) (to remove the Keyboard look at the underside of the laptop there are letters beside each screw, remove all of the ones marked with a K, also the keyboard is connected via 2 ribbon cables that are relatively short, you may have to disconnect these in order to proceed, if so just ensure that you replace them as they were also one of them is held in place by a slide locked connector do not just pull the ribbon out of it, slide the flat piece back first and it will easily come out, the hard part is reconnecting it and locking it in straight with the slide.)

Depends, if is the windows password you need a software to reset it, it has to be on a boot CD; If it is the BIOS password I would open the PC and take the battery out and unplug the PC for one day, restore the battery and plug everything back. It should work then. The battery is the one like the size of a quarter.

you have to take the system battery out and leave it out for a while. you need to take the main(big) battery out first. then on the bottom of the laptop there are probably at least 2 'doors' than can be taken off with a screwdriver. there should be a small battery like watches use under one of those doors. take that out and then wait for a while.
