You Won't

Well I'm assuming you mean USD and from the US. It's actually rather hard to get it at this price from an airline from the US (usually ~$1000). From time-to-time Philippines Airlines http://www.philippineairlines.com runs specials, but nowhere near $640. I would contact a travel agent or use sites like http://www.expedia.com and have lots of lead time for the trip.

I've been to the Philippines a few times in the last 4 years visiting friends. If you head to the beaches in Cebu however it's quite exceptional.

You won't. I just contacted a travel agent and they informed me that Philippine Airline has a promo but it's something like $420 one way ticket from Manila to Seattle but if you add up taxes it will go around $532. But I guess you better try to contact Philippines Airline when is the best time to visit the Philippines with just limited budget.

I don't have any experience, however I have heard that "courier" flights can be quite a bit cheaper than regular airline flights. Apparently what is involved is accompanying a courier package over on a courier flight, turning the package over to the designated representative, and you are finished. I think you can Google (or Yahoo) "courier flights" on the web for more info.
