Why do you want to kill the ants? Are they biting or bothering you? combination a million cup of borax with a million/4 cup of sugar and sprinkle it around. The ants carry it back to the nest and it kills them. Borax and sugar are thoroughly innocuous to human beings and to vegetation.

If you have ants, you likely have aphids, as ants colonize them so they can harvest the "sap" they exude. Get rid of the aphids and the ants will go somewhere else to find food.

I don't think ants hurt plants - and if they are on your peonies you don't WANT to knock them off, because they are helping the buds to open. Quite likely they are eating other pests that would destroy your plants.
