Well, since you listed Mininova, I'm guessing you're familiar with Bittorrent already. So one site that usually contains full series and good seeding is www.isohunt.com and I just checked to see if they have Sailor Moon R torrents. They do.

In fact, I'll attach my search as a link in the source area. Hope this helped you out, and you might want to use Azureus if you just want to download separate episodes from the batch torrent to save space/time.

This has all of the unreleased episodes. Be sure to read the info on how to view them, and it will also let you know why you can't find the English dub on the internet.

It's not free there, but for like 10 dollars, you can rent DVDs for a month, and if you watch them and return them within the same day, you can easily get through the series in less than a month. If you can't do it, ask your parents, I'm sure they'd be willing to work with you over 10-15bucks per month.

Bittorent is probably your best bet. It may take a moment but its worth it.
