I interpret it as meaning a smart alec, or sarcastic person, sometimes a little kid who gets into trouble a lot. Punk Rocker, would be something totally different

no idea what a punk is but i was ALWAYS called that by these 2 girls in college. they were friends and they were the only 2 that called me that.

Probably just friendly teasing. Pay attention to what's going on when they call you that, and you can figure out whether they mean it kindly or not, though I'm sure they do.

punks are people who dont give a dam bout wat other ppl think, and they stick up for wat they believe in- for example, im goth and i stick up for good charlotte, but i dnt care if ppl judge me- i could care less actually.. people can use it as an insult, but... its offensive to ppl who are punk/goth
