India has only very recently created a governing body for football... I believe they're called All India Football Association, and this was in 1937 - a little late compared to other footballing countries. I think they also joined FIFA later on, like 1950's.
Up until then football was pretty disorganized and government funding was low. Now it's being developed more and more and they can already be proud of players like Vikash Dhorasoo who, although hasn't played for India, plays for the French national team and is of Indian descent. He is also the first of that descent to participate in a World Cup match.
Like I said - it will take time - but I believe in 20-30 years India will be up to level with the rest of the competition. Yes that's a while to wait but it is legitimately within our lifetime.

The last time India qualified for the World Cup they refused to play due to the fact they were ordered to wear shoes during the games, so they boycotted. Hence, I think your answer would revolve around the fact India first has to become a civilized nation before stepping up to such an event.
