Depends on what you mean by minors. If you include low a ball and rookie ball, etc, then below 10% for sure.

Look at it this way, teams generally have 6 minor league teams affiliated to one major league club (AAA, AA, high A, 2 lower A teams and a Rookie ball team). So at any given point, there is about 25 major leagers and 150 minor leaguers.

However, realize that there is a lot more movement in the lower minors (people quitting, etc.). I would be shocked if it was more than 8%.
