If they are small tomato plants and they are being cut off at about ground level it is probably one of three things: birds, cutworms, or slugs.

Most likely it is birds. If so, put a cage or net over them so the birds can't get to them to eat them. For cutworms, you can either use insecticide or put a paper covering around the base of the plant. For slugs, set out a plate of beer for them to drown in.

Try looking for a big fat green Caterpillar know as a tomato horn worm sometimes its easier to spot their droppings around the bottom of the tomato plant they will look like small black pellets

maybe slugs. at night take a flash light out and check your plants, if slugs are the culprit they will be there eating away. i had this problem with my marigolds, i went out one night with a baggie and got a half a bag full. got some slug bait and now i dont have slugs anymore. they can eat a plant up in no time. you can get some stuff called slug getta at wal mart for about 7.00 a bag. look for the slug trail in your garden, it looks like dried shiny slimy mucus. if you find it in the day time, definetly check for them at night. good luck.
