cleared all virus, pop-ups, cleared cache, defrag hard drive, yet my speed has fallen to 251k. Last week it was 2300k.

if you got another system on the line like TV or a fax machine that will slow it down or construct around the city or digging or out of town try disconnecting all but the computer from the phone line and try the line speed test again to determine and start hooking devices back one by one till you see a change

How are you measuring your speed? Try the speed tests on Broadbandreports.com. You need to run these tests over a period of time before you draw any conclusions. Also make sure you're clear about whether your testing tool is reporting speed in "bits" per second or "bytes". For example, if you did a download, and the download reported an average speed of 100kB, that is the equivalent of 800kbps. A byte = 8 bits. Since data is transferred in "bytes", your theoretical maximum data transfer rate in bytes is 3Mbps (3000 kbps) then your theoretical max for dataa is 375kBps/second. Because of overhead inherent at the network transport and IP level can be 5% or more, your actual speed is always less than the theoretical.
