Whether you are a resident or a visitor to a state, it is the state you are physically in that governs your conduct. If it is legal to shoot bottle rockets in ND, which is doubtful, then you may shoot bottle rockets, despite it being illegal in your home state.

Firstly, I don't think bottle rockets are still illegal in Minnesota. There was this big fireworks legislation passed a few years back that legalized the purchase of some fireworks within the state, so I don't see why it would be illegal. Secondly, only if it's illegal in ND. Thirdly, I really doubt that any such law is frequently enforced. My father's a former MN county attorney and I know he just bought bottle rockets for my younger's birthday so I really don't believe them to be illegal.

Bottle rockets are illegal everywhere in the state. So are firecrackers, even though i have a bunch of both in my closet and i live in MN. I'm not sure on ND law.

When I lived in MN 12 years ago and it was illegal then also but it was okay in ND. I'm not sure if the laws changed since then though.

You can go to Wisconsin to shoot them off. Out of the city limits. I have so many illegal fireworks, I live in Rochester. I hate the fact that I can't shoot them, but we really haven't had much rain lately, so I won't be shootting any off this year.
