You can't make somebody care. If this person really doesn't care about anything they (he/she) could be suffering from severe depression. They need medical help. If you have any influence or authority in this person's life use it to get them to a doctor or mental health clinic. If you don't have any influence talk to a member of their family or someone who does.

I believe that if you continue to show them that you care, eventually they might start caring about doing things to make you happy

there has to be a root to it there is no way around it..leading to how they view themselves and how they feelabout what they are doing in their life.If you can get to the root of it you will be able to help the person better cope with the investment caring needs to be rewarded.

give them tyrosine an amino acid lacking in their minds from depression and chemical imbalance its natural at gnc and get them counseling. You cant make an addict be cured of a disease so they have to want to care .. clue want--

take them to a church to help pass out food or meals to a homeless person or ask them to go to the habitat build helping someone else can bring you a new attitude and a livlier life

I would say 'someone' is either broken-hearted, bereaved, or clinically depressed. 'Someone' should go to the doctor to be checked for depression. The other ailments can only be cured by time. And it will.

let them know what they really have and tell them they need to believe in a higher power and just that if they are still alive they should just praise with what they have

Keep in touch like hammering him/she continuously.Until he/she get bored with your touch and finally takes care ..
