You've asked a pretty broad question, and one that can probably have different answers depending on what interpretation of "design" one uses.

At the core of video game design are three basic principles:

1. Interface

2. Playability

3. Market appeal

The underlying technology supporting a given video game is partially decided by what platform you want it to run on and partially on what level of programming you have to work with. Ultimately, software like darkbasic can lower the technical bar on the effort, but the core features of the game go beyond "knowing C++" or even "graphic design".

There are a lot of examples where a game has very cool features from a technical standpoint and provides a horrific user experience (poor playability) or weak visual effects (poor graphical design - which often leads to low market appeal).

Your best bet as an amateur is to come up with a concept for a game, look at what actions a player can take, and from those derive the features of the game. Use those features to guide your choice of technology and graphical design.

Once you've got all these things on the table, decide if you can do this on your own with your current skills and tools. If not, document everything you've come up with including any algorithms you've created and start looking for help.

If you're looking for further assistance, try looking around your local bookstore for game design texts... there are some good ones out there, but directing you to one or more depends on the kind of game you're designing.

You have to be part of a videogame studio, and that takes a degree in this or that. Usually some sort of computer graphics expertise can get you into the videogaming industry, but no small project will be able to compete with the giant budgets of the already-established studios...

First you need years of experience. Then become an artist of all arts. Then use a 3d program to try and create one. I suggest taking C++
