Yes, inter means between the leagues rather than within one.
The rest of the MLB should be thankful Tampa Bay does not get to play more interleague games.

It's just like "inter"state highways. They go on between 2 (or more) different states. The same applies for "interleague play." It is between 2 different leagues.

They call it inter-league play because they teams are playing other teams for that same division as they are. And no it's not really outer-league play.

'outer' would be the opposite of 'inner', not the opposite of 'inter'.
'inter' league play means play between the leagues.
